When cities, counties and states close down commerce arbitrarily, picking losers and winners it constitutes a "taking". Just like eminent domain, if you must lose your business or livelihood to a government edict they are responsible and liable under laws protecting citizens from government "taking" something away from you.

With the Federal government issuing script for something it didn't do, shouldn't the onus be on State governments and their subsidiary counties and cities?
