So the special council was always intended as part of the plan. The plan was never to get one going but to bait the cabal into calling for one and they got what they asked for. In their mind all they needed to do at this point was get trump to fire mueller, a person the cabal thought was under their wing. Hence the calls from the republican side to fire him and the democrats screaming that trump is going to fire him.
While this is going on mueller has provided the smoke scream for not sessions but people sessions had brought in, trusted and was working with in other placed people to dig for evidence of what the cabal was doing during their witch hunt. Trump knowing exactly how this was going end played along as the cabal thought he would, first silent, then complaint and now screaming witch hunt and how this is unfair to keep them thinking they are really putting the squeeze on him and that he will fire mueller at any moment when in reality the need for the smoke screen is about over and Mueller is going to end his investigation into trump and only recently the cabal have realized they were as stupid as Q made them out to be.
