Ok if they are not targeting Trump on the sly…and it is not that Mueller needs a conviction — any conviction — by the end of the investigation so he can to try to hang it around the president’s neck…then the parameters of the investigation were deliberatley vague to insinuate a Trump investigation, but allow it to go after the bad actors without attracting attention or the MSM to discredit it.
