He has to tell them soon, as that is part of the process, but Pence does not have to tell them today. In fact, one thing Pence could cite concerning electors in certain states, is that there are pending legal matters (Controversies) concerning the elections, and that given that there are pending matters before the courts, it was premature for the states to certify their counts.
