Pelosi put in a poison pill requirement of unanimous consent. That is a trap for the GOP because with just one no vote the bill would fail.
Democrats then blame the GOP for why the bill failed, instead of blaming themselves for why they didn't just do a standard majority vote.

Of course, in Pelosi's warped mind she'll blame the GOP because there were no votes from the GOP, but in reality she designed the bill to fail by precisely relying on those no votes to prevent the bill from getting past the unanimous consent threshold.
If I were speaker of the House, and I expected at least one no vote on a bill for reasons that POTUS tweeted, of hundreds of billions going to foreign nations, and I truly wanted $2000 relief to go to the American people, I would not design the bill to fail in the presence of one no vote. I would design it to pass on a simple majority, to maximize its chance of passing.
