USN Ballistic missile submarine has its command split after receiving a partial Emergency Action Message (EAM). Command is split because the CO wants to launch nukes in response to a partial EAM. The XO, however, does not agree that a partial EAM should be acted upon.

Part of the crew, including the CO, pushed that the EAM is valid and demands action. Consider these 'EAM loyalists'.

This Q post is addressing a split in US MIL command. Q is posting red lines as a warning to one side. Here are the red lines that must not be crossed:

That's a fine description of Loyalists, Anon. But you could pick any era or any conflict and find Loyalists. You are interpreting 'EAM LOYALISTS' as meaning an 'EAM to LOYALISTS'. I prefer to see the post as addressing 'EAM LOYALISTS' - i.e. a group loyal to an EAM.

Agreed. So Q is addressing the EAM loyalists who are loyal to the Captain. Command is split, however, and part of the crew side with the Executive Officer, who is not an 'EAM Loyalist'. Hence the conclusion that Q is addressing a command split - Captain vs XO in the movie - in US military command. Q warns those loyal to the Captain not to cross certain red lines (RED1, RED2, etc.)
