I think the state prison closings are because the states are being made to actually pay their bills without federal bailout like the past. Its hard to do when they been bankrupt for decades.

Prisons are expensive to run especially in the Dem run states that reward the public unions with largess in pay and benefits

Prisons are the first best place to cut state budget.

Plus they get to release their friends and relatives.
