pence can (potentially) take some action to advance or even decide a dispute but is not required to do anything other than read in the votes and conduct the procedure

such actual substantive actions have some precedent but are far from clear

objections are raised by members of congress and resolved by vote of BOTH houses

if BOTH houses do not agree then the certified slate STANDS

(which means we lose)

at that point only extraordinary or court intervention remains
