At best he’s a cyborg.
Most likely just controlled by white hats, however I am very unsure how short or effective the leash may be.
If he sees some daylight at the end of the tunnel he may very well just make a break for the dark side.
Think about it- even if he gets in trouble it wouldn’t be for long if he screws everyone over.
