Here is what it actually says:

“Glory to God in the highest, and on earth peace to men on whom His favor rests!”

On whom does His favor rest? On those who repent and believe on His Son, Jesus Christ.

There is no peace, nor rest, for the "wicked." Which we actuallyALLare; every human on the face of the earth. Only when we become reconciled to Him, can we find true peace.
