There is no way of knowing the multiple fiber paths without walking the area. There would be fiber markers and handholes showing spice locations. It would not be only AT&T fiber. As a hub location many fiber companies would run into the single location.

Fiber hubs are always in non descript buildings. Each major city has one.

AT&T just said 3 generators are up and 2 are DOWN.
I would imagine they check generator status when they have power out.
