As a retired A.F. weapons… you always treat blast zones with caution until you know what caused it. "Dirty" bomb is a possibility. Zones of danger the closer you get. Same with terrorist IED's. Terrorist like to use multiple weapons outward from center to kill more people, especially first responders.
