From another anon who has probably gotten tired of explaining it. The gunshots were white hats/black hats in a firefight before the black hats had a chance to get the device to its target. The device was too unstable to deal with manually so they warned everyone to stay away and I guess they allowed it to detonate in place since there would only be minimal structure damage with hopefully no loss of life considering where it was.
At least that's the theory.
