Maybe the white hats pulled that trick in Nashville today. Consider that the AT&T building was maybe an active spook site with data/people/activities there. White hats needed it offline. The white hat RV rolls in and gets eyes on target for a while. Black hats find out, there was a shootout between spooks, white hats win. Then they set the RV to blow in order to force the site offline, but not before setting an evacuation message on repeat to reduce human collateral damage. BOOM. Site is forced offline. Black hats run damage control in the media and from plants in official roles. Meanwhile white hats infiltrate the building to collect intel, which is why the redundant AT&T switching bunkers were not activated – white hats can’t allow ANY chance of black hat digital access to the AT&T network there.

Maybe there were white hat ops in that building and black hats wanted it offline. So black hats roll in with the RV, but white hats intercept. There is a shootout, white hats win. White hats are unable to neutralize/remove the bomb either due to technical reasons or protecting operational cover. So the white hats play the “evacuate” message and let it detonate on the street instead of wherever it was originally supposed to go.

 

Just another theory. Either way, the Silent War continues.
