Friend, the absolute best way to make sure that none of the above is effective is to take the possibility of violence, whether selective or massive it makes no difference, off the table.
The only way to stop tyranny is to make success impossible for those who would attempt it. Negotiating with tyranny is nothing other than negotiating the terms of your own defeat. You can give it NOTHING … all else is loss.
