FYI Flower Street in LA is a major technology hub. I know AT&T has operated a facility at 700 Flower for decades.

 

And oh look at that, train tracks right there on Flower headed straight for that building

It's the path where all the major communications companies laid their lines originally. The railroads are some of the earliest industries to have gained right of way. Telecom companies have used those same rights of ways to lay their cables.
