WHen you get calls of an explosion and possible bomb chatter, for good cause there might be more explosives in the area. Being quick to put the fire out might be a bad idea until it's determined there are no other explosives in the area.
Of course there is the other component that they want it to burn down, and whatever is inside to be consumed in the flames.
