Yes that's what it is. There's a boatload of information about this at a forum called The Chani Project, which was started by a (now deceased) South African spook named Chris De Beers. De Beers worked primarily on quantum computing but was aware of a lot that was going on in the scalar tech realm. Some of the science is related. The Chani forum is still up, worth a look.
Interesting way to put it; in fact, in Chinese language, the term they use for 'scalar energy' literally means "directionless energy"
I don't think anyone was saying to look to Greer for truth, fellowanon. Lots of exopoliticsanons out there have followed Greer and his 'inner circle' for over two decades now and the general sense is that he started out as an honest researcher (early 90s) by by '97 or so had become a clown asset. Being given cancer, and then offered a cure for it, will do that to a man. Of course there's more to it than that. But, long story short, Greer is useful to the clowns (for now) as he helps put interesting people on their radar screen and then serves to put up roadblocks to their further self-education on the subject. If he should ever stop being useful to the clowns, might not be easy-going for him.
I'm not sure that we should allow a heavily (clown- and cabal-) comped academic institution like MIT be the arbiter of scientific truth & falsehood…
MIT once condemned Fleischmann's "cold fusion" as junk science, but now their own professor Peter Hagelstein teaches seminars on the topic (though for cosmetic reasons he calls it LENR instead of CF). A good example of a technology the cabal once considered too much of a hot potato to be taken seriously but after thousands of successful experiments around the world, they could just no longer keep it in the bag.
There's a company in Washington State called Langenburg LLC which is using a civilian version of this tech to disintegrate trash, aka municipal solid waste. Pretty cool really. Trash gets turned into an exotic type of hydrogen which then runs a turbine and produces electricity.
