Have experience with Electronic Warfare in my navyanon days. Main focus was weapon systems, but worked with the EW peeps too.
I am thinking this is EW stuff going on. Could very well be wrong. Was my first thought.

Please tell me they have a set of and/or a combination of crystals they can adjust this with. I know on the fire control radars I worked on 20+ years ago that we would change our frequencies quite often. We would have to tune the receivers to our signals as well.

Read an analysis earlier today where they mentioned they may have flipped and are cooperating witnesses. Could be the reason they are still in the Bureau. Just a theory much like everything else at this point.
I think it is policy for them in the Bureau to be fired. Same with the military.
That is my thinking.
