The only thing that confuses me is that it may be 10 days of darkness leading up to the 23rd/6th instead of starting on the 23rd/6th, which would mean shutdown would be the 28th of December.

It makes more sense to me that the crime must be committed first, the crime being the electoral college certification for Biden, which is my reasoning for it starting on the 23rd/6th.
