Apparent motive, interfere with NSA communication center. Possibility that the right type of explosive non-nuke, may have the same affect as an EMP from dirty bomb, or other nuke detonated above a communication center.

Just reporting here, want to further research it before I form an opinion. The evidence is pretty compelling, if it can be nailed down as to location the photo was taken at.
