this kind of property transfer happens all the time, for bribes, for blackmail, for payoffs. buy a parcel for cheap, sell it for ten times what it's worth, because hey it's just like Art, someone really wants that parcel for their dream home and is willing to pay. there's the payoff or the bribe. that this is occurring in a situation on the national news will hopefully wake some people up to this system of bribes and payoffs.
