They made up voters, probably to use as a slush fund when they needed to inject votes and not be in danger of going over 100% voter turnout.

That's why the ratio of Smiths is low in comparison to a normal distribution. IOW, they were too dumb (or they didn't give a shit) to match up frequency of common names to a normal distribution when the made the voters up.
