There's a thread on the SEESAT-L satellite tracking message forum regarding what I believe is this event. Subject line of related messages: "Strange red light spotted in sky in northern china". Thrust of discussion is that the appearance resembles an artificial auroral phenomenon of a type where a sounding rocket releases a chemical in near-Earth space, which is then ionized, and glows while lingering in space and affected by magnetic field lines. So this may be some kind of science experiment. I've personally seen a very similar phenomenon from a high-altitude barium cloud released from a NASA mission some years ago. So it doesn't look unprecedented to me. But I can see how it would be very peculiar to someone who has no idea what is going on, or how a glowing cloud gets made, or why it would be done.
