This tech sounds a little like the one China was using around 2010 to mess with (i.e. disable) the British sub Astute and then later the HMS Calamity.

According to de Beers, China was using a tech called a "reverse EMP" on the Donald Cook, the Astute, and possibly that Carnival cruise ship in Italy to "suck" the energy out of the power plant and disable onboard electronics. He believed that if used on aircraft, they may well fall from the sky.
