Upon transmission of such special message, the funds may be deferred without further action by Congress; however, the deferral cannot extend beyond the end of the fiscal year in which the special message is sent.
FY 2021 is between October 1, 2020 and September 30, 2021.
That's how I see it too.
Signing with the objections allows the relief funds to be spent while simultaneously saying you don't need the money for the other things.
Congress appropriates funds but the Executive branch spends them.
Worst case the money sits in an account until September 30th 2021.
But if the election fraud reveals that a bunch of people are out, then they fix the whole thing.
