Are we getting it all wrong, about the Impoundment Act potentially leading to a federal government shutdown scenario?

Yes, there is a provision in the Impoundment Act that gives Congress 45 legislative days to overrule the President's decision regarding withholding Congressionally approved funding. That seems to be the basis of all the "shutdown!" reeeeing.

But my reading of the "rescissions" language in the Act is that this Congressional vote relates ONLY to forcing the President to release the allocted funds that the President wants to withhold.

This doesn't seem to have ANYTHING to do with the rest of the funding allocated in the same original bill! So unless POTUS says he wants to rescind 100% of the Congressionally authorized funding, it won't put a hold on the release of other revenue.

From the White House statement: "I will send back to Congress a redlined version, item by item, accompanied by the formal rescission request to Congress insisting that those funds be removed from the bill." This sounds like the President is contesting SPECIFIC line items in the bill, not the entire bill.

If true, then there's nothing here that could lead to a federal shutdown (of the kind that happens when there's no Congressionally authorized funding). Only narrow programs and funds are potentially being held back.

This is a correction on a detail, but it doesn't change the substance in any significant way

The logic is actually the inverse. The President can withhold specified funds for that duration, but is automatically forced to release the funds unless Congress ratifies the President's rescission. So it's not that Congress can overrule the President with a vote, but that Congress can approve the President's request with a vote. No action leads to a default overrule of the President.

None of that changes the core point, which is that the Impoundment Act only seems to relate to withholding line items specified by the President, it's not a wholesale suspension of the entirety of the Congressional appropriation for the entire government.
