Alphabet agencies find their roots in insurance agencies.
Insurance agencies were/are the intelligence arm of the banks. When an assessment is done, they are actually collecting intelligence on things such as what people own, conditions of properties, demographics, infrastructure and many other things that can be useful in time of war or just useful to anyone that has a need to know that kind of stuff.
Data has always been the most precious resource on earth. The tax collectors would go door to door and take a tally of what a person owned, how many kids they had, anything they could see would get reported back to the money lenders.
All the "intelligence" agencies are is an extension of what's always been there, but behind more layers of obfuscation. "Investigations" only mean "Arranging so it doesn't point up"
