No. That's not how this works. Everyone assumes this happened with the last omnibus. It did NOT. He had to raid coffers in the DoD budget just to get an incomplete wall built.
I'm not sure how anons seem to think this is what happened. You can easily see where all the funds from the last omnibus went with a simple Google search. What makes this even more frustrating is this clip that everyone seems to have forgotten:

This is the only thing I can think of as a reason for him going along with this. He brought attention to it, pushed back publicly a little, and when congress said they'd address the redline items in a second, separate bill, he signed it anyway. If he isn't using this as part of the setup to round these criminals up, then this anon has no clue what's in store.
Not only that, but think of what can happen to you, as of right now, if you happen to accidentally stream "copyrighted content".
Anon, I mean this respectfully, but take a look at the other responses to my post to see where the train of though it of others that have been paying attention. You really should read at least parts of the bill. Memes are illegal. Streaming certain online content? Punishable by 10 years in jail. The Insurrection Act is neutered. The people that are paying a majority of taxes as of right now get 0 in return. We're printing money to ship it directly overseas. If we' aren't shifting into the "publicly visible action" part of this plan, then we're fucked. This was NOT worth every American over 18 getting a "free" 2000 bucks. This wasn't even worth paying off every mortgage in the country. This was signing something that destroys freedoms and finances the future of other countries at the expense of our grandchildren's children.
Publicly, right now, this is a nightmare. Out of his entire base that is NOT engrossed in Q (with an assurance of a plan at work), they have to be wondering what the actual fuck was the point of this bill?
This is what I'm looking for, right now. Unless people start getting ripped from their homes and forcibly vaxxed/jailed, it doesn't get much worse, optics wise.
