Sundance at CTH has provided his insight into the Guarantee Clause in the Constitution and the Electoral Count Act of 1887.

H explains, with DNI Ratcliff's report on foreign interference, it could fall under the Guarantee Clause where the federal government must protect the homeland and individual states from such interference.

Essentially, the Guarantee Clause could be used to eliminate the electors from the disputed states. Also, scarily, Pence may actually have some power to disqualify electors. This appears to be in Trump's favor. This would appear to be separate from the Rep/Senator dispute required to review a set of electors from the respective state for 2 hours. That process is not in Trump's favor.
