Not sure you're right on this one in terms of "ratified" – But you are definitely right in terms of them not being able to repeal via appropriations. They COULD theoretically attempt to modify the law, but I think it's a stretch. Trump would be well within his right as the Chief law enforcement officer to disregard that change as invalid and unenforceable
