The SES program is a real problem. Ex: During the Obama Admin, DHS had many come and go that didn't follow the documented process. Scammers.

Without going into too much detail, I read the attached document when it came out.

The SES program is supposed to be run in a certain way according to Govt Policy. However, it went in a bad direction during the Obama Administration.

In talking to a few potential whistleblowers, there were people not qualified to serve in the positions, but they were using one aspect of the program to bring in people outside of the Federal Govt that were "qualified" because no other qualified people were available, then they hired at the EX Level 4 positions.

Also, contracts were started by some of this SES's that some of the Contract Administrator hated because they couldn't keep track of where the money was spent .

Again, without going into details on just one example, a handsome gentleman was put into the SES slot, he started changing the mission of the organization and the Org Chart. Soon he was directing the products/services to certain other countries.

Hint: Janet Reno was involved to make it happen.

The code for ES doesn't have a specific relation to SES

There are other positions as part of what is called Exempted Service that doesn't relate to SES positions. Their are certain salary levels and allowances base on the that classification.

As Powell stated there is a greater connection with China and the many State Department positions

Think: Former Ambassador to China then Russia, John Huntsman, Jr. What did he do recently to cover the risk of exposure to potential ridicule. Same as what Joe Biden did. Run for office.
