When the congress meets to accept the electoral slates from the states Mike Pence presides over this joint session of congress. As the VP Mike Pence is the President of the Senate who is tasked with accepting or not accepting the electoral certificates from the sever states. Nancy Pelosi as the Speaker of the House has no role in this procedure, period. She is just another representative. His role is to preside over the session and if representatives and senators contest a states electoral validity, to adjourn the session and each chamber reconvenes in it's respective chamber to debate the validity of the electoral certificates contested.
