What I see is a pattern developing. The CIA station in Mexico City was actually the headquarters for the Western Hemisphere. The CIA found that they could operate more quietly in Mexico City as opposed to a headquarters in the USA. Oswald was never in Mexico. The CIA had or sent an asset to Mexico in or around September 1963 to pose as Oswald. They probably did the same thing to frame James Earl Ray as the MLK shooter. Remember, Oswalds presence in Mexico prior to the JFK job was the "Rosetta Stone" that held together the Warren Commission.
