The US Postal Service and your friendly neighborhood postal carriers have always had a uniqueâthough largely unknownârole in the nationâs Doomsday planning. Through much of the Cold War, the Postal Service would have helped register the nationâs dead following a nuclear apocalypse, determined which Americans had been displaced, and where they had all ended up. Special postcards, known as Safety Notification Cards, a.k.a. POD Form 810, asked individuals who survived nuclear war to list who they had survived with and where they were now located. No postage was necessary to mail in the displaced persons postcards, and postmasters were instructed to give the safety cards âpriority in distribution and dispatch.â

After the Cold War, plans to convert the nationâs mail trucks to âEmergency Casualty Carriersâ were set aside, along with those to burn the nationâs stamp stockpiles in the event of a Russian land invasion of the United States. Similarly discarded are those pre-printed postcards ready for distribution in the post-apocalyptic refugee camps (which, under another quirk of the federal governmentâs plans, were meant to be run by the National Park Service and located in picturesque national parks like Yosemite that presumably would not have been targeted by Soviet missiles).
Instead, the modern eraâs postal Doomsday mission has been geared toward biological threats. Under a little-known Obama administration plan, âExecutive Order 13527: Medical Countermeasures Following a Biological Attack,â it would fall to the Postal Service to be the first-line responders to a widespread biological terror incidentâthink an anthrax attack, where the post office shows up at your door with Cipro. Those plans could potentially be dusted off to help respond to disease epidemic or pandemic.
The Obama order itself makes clear just how atypical the scenario it envisions would be. âThe sudden and catastrophic nature of such an event may warrant this departure from normal public health and medical practice,â reads the 58-page memorandum of understanding between the Postal Service and the Department of Health & Human Services. âThe task for the USPS is to deploy USPS carrier volunteers to deliver antibiotics to residents at the outset of a catastrophic incident, using the inherent efficiency of the USPS infrastructure.â
Known in government parlance as simply the âPostal Planâ or the âPostal Option,â the medical countermeasures program was a key part of the massive worst-case scenario planning updated after the 9/11 attacks under the broad umbrella of contingency planning known as âContinuity of Government,â âContinuity of Operations,â and its most secretive level, âEnduring Constitutional Government,â the series of plans and special authorities that indicate how the three branches of government would âexecute constitutional responsibilities in a catastrophic emergency.â
While the George W. Bush and Clinton-era executive orders outlining ECG remain classified, the Obama-era Postal Plan has been publicly released, although itâs little-known even inside the government. (One former senior Trump administration official I contacted about the Postal Plan in recent days was surprised to learn of its existence, despite being intimately involved in continuity planning.)
Going back to ancient times, when all this began, there was a land called Cana, these people in it were known as the Canaaniteâs whoâs descendants were the Phoenician blood lines, later to become known as the Venetians, from Venice. What is Venice built on? Water! In the Phoenician language âCanaâ meant âmerchant bankerâ. The very word âMerâ means Sea, this is where we get the word âMermaidâ from.
When a ship sets out from one port to another, it carries goods. All ships, including air ships and rocket ships, are named female. They will have a Captain â the origins of the word captain comes from a Latin word meaning âcapitalâ â money. The captain represents the money onboard the ship.
As the ship reaches its destination, coming into port to dock, where once at rest, this is called â âat berthâ. The captain will leave the ship with his âcertificate of manifestâ, and then report to the port-authority, with the understanding that the captain, nor the crew, are free at this stage to be there, they are at âlibertyâ to go ashore. That is why the âStatue of Libertyâ is on water and not the land; it is not the âland of the freeâ.
The captain will present his manifest; why is it called a manifest? The ship was not there yesterday, it is today, and has now manifested, the goods have manifested. The manifest is a record of each individual item of goods onboard the ship â who made it, when, model, what year, colour, how many doors, etc. The goods have now been shipped or âdeliveredâ. These goods came in on water, they are products of Maritime Admiralty Law, and this is true all over the world.
When you were born, and before your feet even touched the ground or land, your mothers âwatersâ broke, your mother was taken to a hospital âdeliveryâ room, you came down the birth âcanalâ, while you were waiting for the umbilical cord to be cut you were at âbirthâ. You are now about to become a product of Maritime Law, in their eyes a âwardâ of the state, âcollateralâ â next comes your âbirth certificateâ.
