POTUS met with Mueller to make him an offer he couldn't refuse. If he refused/reneged, he would then be given military orders. Mueller is not a white hat. It's not accurate to call someone who was the cabal's top dirty cop, a white hat. At best, he's a flipped witness/military investigator working his ass off to stay alive and earn his immunity/plea deal.
