Most places don't pay much better to be honest. Even if Wal-Mart vanished overnight, the average employer would still only pay you as much as they need to get you to show up. Which is often not much.

My experience with "mom & pop" shops and small businesses in general is that they're extremely nepotistic and exist solely for the benefit of family and friends. If you're outside that group, good luck moving up or making more than Wal-Mart wages.
My best overall employment experience was working for my state government. Your paychecks arrive on time, your hours are set in stone, you don't have to pay an arm and a leg towards healthcare and people leave you the fuck along as long as you do your job. Things I've never found consistently at any job since.
National Guard's been outside my state capitol perpetually since May.
They're already doling out the $600. Their plan is to hold this up long enough until everyone forgets $2000 was on the table to begin with.
