There is no precedence for this or any framework to how this will happen but this is likely political route that will be taken on Wed.

 

The Guarantee Clause guarantees a republic form of government. This Constitutionally prevents a state from setting up a monarchy in its borders, for example. From Alexander Hamilton, “The Clause requires the United States to prevent any state from imposing rule by monarchy, dictatorship, aristocracy, or permanent military rule, even through majority vote. Instead, governing by electoral processes is constitutionally required.”

 

Now, bringing in DNI Ratcliff's report about foreign interference, there's the conditions necessary to remove the electors from the contested states. The Guarantee Clause requires this to happen to prevent a foreign takeover from within.
