An anon asked this question yesterday and I didn't get around to looking at it until today.
I'm guessing (I would have to do deep dive into numbers) the CDC is fudging the amount of PREDICTED deaths for each week. They lower how many deaths are predicted, then when it's the NORMAL amount for that time period, it appears to be over the number of deaths.
