Sounds to me like Tester is involved in VA fraud, trying to set up a gravy train of payments to providers outside the system.

I thought the Yellowstone Boys and Girls Ranch link was going to be just a normal laundering situation. But this is just too coincidental.

Alme — a former First Assistant U.S. Attorney — currently runs the Yellowstone Boys and Girls Ranch Foundation.
In late June the White House announced the nomination of Alme after Sen. Steve Daines — Montana’s senior Republican congressman — recommended him. Sen. Jon Tester, a Democrat, joined Daines in supporting Alme for the role.
