hey anon if you're still around, I went through the same exact situation w/ my grandpa years ago due to his having MRSA.
Hospital would kick him on & nursing homes refused to take him in.
I highly suggest calling adult protective services as well as your local omsbudsman let them know what is going on. Get it on a public record.
