He can't unilaterally throw out anything he thinks is fishy. The 20th amendment mentions both the "president of the Senate" and the "Senate" as a whole and say the "Senate" can throw out votes. So after one senator cries out "I object" and another says "I second that", Pence can respond "Okay, let's vote." That's all.
The idea going around that he can toss out electoral votes by himself is pure hopium bullshit.
