they aren't voting on anything… Grassley is counting the electoral college votes
any Senator or Congressman (it's a joint session of the House and Senate) can object to a slate of electors from any state by the rules of parliamentary procedure… it can be seconded and then the shit show starts, because all the Reps and Senators will vote on the objections and if the House and Senate are deadlocked, what then???
