Levi Deck is one of the brothers (younger) who were driving together on their way to their trade school who stopped and attempted to restrain Isaac from jumping off of the overpass. Both Levi and his brother Tanner are sons of Duane Deck. A paramedic captain for the local Flagstaff city fire Department.
Iāve not spoken with either Tanner deck or his brother. I left several messages for them on their Facebook messenger accounts as well as a message on their phones.
Everything we know about their involvement with the Isaac Kappy incident comes from either their written statements or the witnesses I interviewed after the event.
Leviās statement to the Department of Public Safety, like his brothers, scripted from the beginning that Isaac was attempting to commit suicide when they happened upon him. Like his brother he stated that they were leaving the pilot station headed towards their school when they āsaw the man flailing as he tried to kill himself the first time, he regain his balance and we try to get to him as quick as possible, my brother tried to grab him but he jumped before he could.ā
He goes on to say āWe saw him try to commit suicide as we were coming up to the bridge(he was flailing and about to fall off) he regained his balance and we tried to get to him as soon as possible but just as we pulled up next to him to try and pull him away he jumped. One vehicle ran over the top of him as he was on the ground. He proceeded to direct traffic away the best we could.ā
Like his brotherās witness statement Leviās seems to perfectly narrate the situation and not only explain exactly what happened but the motive and intent of Isaac. This was a red flag from the beginning. It was Tanner and Levi deckās statements which were the first brushstrokes to the suicide scenario. And where is Isaac may have very well committed suicide is far from the complete truth.
I did interview a witness who lives in the Belmont area. She was driving across the overpass that morning when the incident occurred. She stated that she was the first one to happen upon the boys after Isaac fell. She stated that both boys were in a state of shock, one worse than the other, she wasnāt sure which. She said that they kept saying over and over āWe tried to stop him but he just jumped.ā
The Deck Brothers/ Son of Local Paramedic/Captain for Summit Fire
Again, like his brother, their scripting of the narrative wouldnāt seem so strange if their father wasnāt a paramedic captain for the Summit fire department out of Flagstaff AND the first responders werenāt the Ponderosa Fire Department AND the first on scene to check Isaac and who all according to another witness may have actually ran over Isaacās body for a second time before stopping to help was the off-duty purchasing officer for the Ponderosa Pines Fire Department.
Original/Early Theory
It was thought early on in the investigation that Isaac may have been meditating on the bridge that morning and the deck brothers rushed up to prevent him from falling over and actually scared him back. We know this is not the case now because John Koch says he saw Isaac acting erratic putting one leg over the ledge several times as he drove by as if he was building up the curtain to jump over.
It seems to me this is a conflicting statement. How can one witness state that he saw him facing forward trying to put his leg over the edge and jump, while two other witnesses to cars behind saw him sitting backward flailing his arms trying to regain his balance? Something is not right here. Something is very wrong here. Mr. Koch also never mention the Deck Brothers in his written statement.

To put aside any conspiracy theories to come our way. Tanner deck is a real person. He and his brother are not āteenagersā like the original TMC article stated. I do however believe that those words were specifically chosen to throw off any investigation from the very beginning. And although we donāt have proof it would appear that Bart Graves is the one who leaked the story.

The two boys had come from Flagstaff that morning to attend their trade school in the area. They state that they pulled into the pilot station to get food and drinks and while they were crossing the bridge to the south side of I 40 to get to the trade school they saw a āMan flailing his arms sitting on the edge of the bridge backward.ā Tanner immediately thought āhe was trying to kill himself by jumping off.ā They sped their truck over to him jumped out and tried to grab him before he could fall but Isaac āpushed himself over the rail backward.ā
This seems simple enough. But again it is their connection to the local fire department that triggers red flags for our research team.
Tannerās fatherās name is Duane Gannon Deck, paramedic, and captain for the Summit fire department in Flagstaff Arizona. And of course, the Ponderosa Pine Fire Department was the first EMS unit on scene. But the first person on scene to check Isaacās body was witness #4 Erin Hudman who is the purchasing officer for the ponderosa pine fire department.
Of course, everyone is innocent until proven guilty, and our research team has no direct evidence of a conspiracy on the part of this familyās involvement death of Isaac Kappy. Thereās only the strange persistent connection between many of these witnesses and local Coconino County Fire Departments. For this many people to be involved in one situation all connected to local fire departments is quite a coincidence in my opinion. Especially when the incident occurs on a major highway with the very high potential for many out-of-state witnesses to be involved. But then again thatās just my opinion on the matter.

What, No SWAT Team? UpdatedāWho is Bart Graves?
Let me get this straight. There are over 40,000 unserved felony warrants in Maricopa County alone and DPS sends a team to arrest the Executive Director of the Republican Party at his officeāfor a traffic ticket? OK, so it sounds like a serious ticket, but dude, itās a ticket. At worst itās a class 3 misdemeanor. Mecum claims that this is the first heās heard of the infraction. So send the guy a nasty letter.
Frankly, Iām seeing a trend that is extremely troubling. John Kromko gets indicted for what looks like a trumped-up forgery and āidentity theftā charge. New Times editors get arrestedāat home by undercover officers in an unmarked car. Don Stapley indicted on 118 felony counts? Give me a break. Russ Jonesāanother bogus identity theft case. Huppenthall? Looks like he had permission to me.
Sandra Dowling? David Peterson? Kevin Ross? Doug Martin? Those cases generated big headlines, ruined promising careers and then fizzled.
And now DPS shows up in force to extract Brett Mecum from Republican Party Headquarters because he got a photo radar ticket?
Politics has always been riskyālong odds, low pay, little respect. Nearly all of my friends went out on a loss, but none of us got indicted for paperwork violations. Criminalizing politics is the first step toward anarchy.
We arenāt there yet, but the trend is troubling.

DPS is a state agency and we have a new Republican Governor. If DPS had walked into Democratic headquarters and arrested the Director of the state Democratic Party for an outstanding traffic violation, the media and political chattering class would be screaming about fascism and Kafka.
Of course, DPS Director Roger Vanderpool is a Napolitano holdover who serves a fixed term so the argument about the outrageous way that Mechumās arrest was handled still applies.
So letās react to Mechumās arrest the same way we would have reacted to the arrest of his Democratic counterpart. Letās see who authorized it and why it was handled so outrageously.
I think Roger Vanderpool has some serious explaining to do.

One of the commentors reminded meā¦Bart Graves is the former spokesman for the Arizona Democratic Party. Now things are making sense. Why did the Arizona Guardian have the story so quickly? They obviously got the information from DPSā¦ no one from the Republican Party called them.
So DPS is run by a Napolitano holdover and the DPS spokesman is the former Communications Director for the Democratic Party and they decide to arrest the head of the Republican Party at Republican Party Headquarters, take him out in handcuffs and call the media to ensure that the story gets wide play and his mugshot is on every TV and in every paper in the state.
This looks like the worst kind of political intimidationāespecially in light of the fact that there are so many outstanding felony warrants that arenāt being served.
It looks like the DPS structured this arrest for the maximum humiliation. They arrested him at work, called the media, took him downtown for booking and a mug shot (which the media was primed to print) and then they will let the whole thing dropāafter all, criminal speeding tickets arenāt prosecuted when the only evidence is from photo radar.
If they had arrested him at home and not called the press, the whole incident never would have surfaced. Mecum would have paid his $181 fine and his mug shot would have disappeared into the bowels of the county public records division.
No, this was a political dirty trick of the cruelest order.
