Correct… if 32 or less states show up to vote, there is no quorum… so vote cannot occur
Said another way… if congress/states can't meet the minimum threshold to provide a vote as required by The Constitution, the status quo remains(?)
But back to the original issue… 2/3 of states (33) must be present to have a quorum to vote. If Democrat states boycott, a vote cannot occur. It is suggested this situation would leave Trump as president. Is this correct?
Dang, if there is no quorum and no vote occurs, then on March 4th Pence becomes President(?)

If Pence was leading a coup, he would disappear now, ensure there is no quorum on 1/6 and then becomes president on 3/4, per the Constitution.
