We would not be able to recognize the stars/constellations from anywhere else but earth. We'd need a powerful digital sky map to keep it straight.
Not sure about first question, but I don't think you could even find the big dipper. All the stars would be skewed. you'd need an app to chart it and that app would need to be calibrated for the exact position on the moon.
