’’’What to expect in the House for the 117th Congress today

The House begins the proceedings at noon.

 

The proceedings include—

  • a cal to order by the Clerk of the House;

  • a prayer led by the Chaplain and the Pledge of Al egiance led by the Clerk;

  • a quorum cal ordered by the Clerk;

  • the election of the Speaker, ordered by the Clerk and conducted with the

assistance of tel ers;

  • remarks by the Speaker-elect, followed by his or her swearing-in by the dean of

the House;

  • the oath of office for the newly elected and re-elected Members, administered by

the Speaker;

 

The traditional quorum call, speaker election and swearing in of members that kicks off every new Congress will be done in seven groups to provide for social distancing.

 

That means those three events alone will stretch several hours into Sunday evening, at least quadruple the time it takes during pre-pandemic times when all members could gather and stay on the floor.

 

Order of proceedings -

At noon Sunday when the new session begins, the clerk will call the House to order, the chaplain will offer a prayer and the chair will lead the chamber in the Pledge of Allegiance — as would occur on any normal legislative day.

 

The proceedings unique to opening day begin with a quorum call to determine how many members are present. The Constitution requires a quorum, or a majority of the chamber, to be present for conducting legislative business.

 

Members will head to the House floor in seven staggered groups, each limited to no more than 72 members so that there’s no mass congregating. Members will use their newly acquired voting cards, which they will pick up from Statuary Hall on Sunday morning before the session starts, to register their “present” votes for the quorum call.

Proxy voting, a new House rule adopted for the pandemic, won’t be available on opening day since there will be a lapse in House rules.

Then comes the vote for speaker. Speaker needs a majority of present members. Last I heard 220 Dems are expected and 210 Republicans. Which means 215 votes needed. But every two absences lowers the majority threshold.

 

All of this will take several hours, with the proceedings expected to last into the evening Sunday and pick up again Monday with consideration of the rules package.

It's not Pence per se who has the power, it's the joint session of Congress. But yes, the Speaker, whoever that shall be ( we'll see today), will become President till the joint session confirms a new president. But, the joint session beginning the 6th can nor end until a new president is chosen. I'm expecting the joint session to go longer than the 6th, but doubt it will go till the 20th.

 

If it lasts longer than 5 days, there is no more allowances for recesses and going home for the day. Which means if it goes till the 11th, and the scenario of the speaker becoming president on the 20th developes those mother fuckers will have been stuck in the halls of Congress for 9 days straight. Top kek, if that happens.

 

"But if the counting of the electoral votes and the declaration of the result shall not have been completed before the fifth calendar day next after such first meeting of the two Houses, no further or other recess shall be taken by either House."
