Just going to drop this here since everyone seems to be looking at the obvious and calling it something else.

 

Clearly overspray. A horrible person trying to write on the visible white background and left overspray from a low angle of deflection which cast a pattern at a wider offset. People are looking for overspray from a right angle or nearly perpendicular to the surface. That’s not how one sprays graffiti on congressional peeps’ garages.
