This plan would go wrong, eventually. Never mind the simple fact that those parameters would be tested. People would resist. People would, presumably, get shot 'where they shouldn't have been'. Dead children would be found and the evidence would put the evildoers at risk. Nothing like the stakes that situation represents could be logically or physically contained. No organization is so perfect in its planning as to make that situation go as planned every single time.
