I was in the US Navy on a Destroyer in late summer 1989 with orders to go sit off the coast of Vladivostok and listen to subs leaving port and collect signatures.
After we crossed the Pacific and were real close my ship and other ships were ordered to stand down and stay away from Vladivistock, no reason given (to us lowly sailors onboard).
It turns out less than 2 months later the Berlin Wall came down.
The US navy is very powerful and makes people nervous when they are negotiating world peace behind the scenes.
